Rail Vikas Nigam 

Rail Vikas Nigam Limited is the Ministry of Railways special-purpose company created under the National Rail Vikas Yojana of 2002, incorporated on 24 January 2003, and made functional in March 2005. It is a Navratna with headquarters in New Delhi. It is not Indian Railways as an operator, not a private metro concessionaire that sells tickets, and not a labour contractor that merely supplies gangs to a zonal railway. A ministry that assigns a doubling package, a city that sees a metro corridor delivered through an RVNL vehicle, or a multilateral that funds an RVNL project is still dealing with the same listed public-sector implementing agency. The work book is project delivery: new lines, doubling, electrification, metro construction, public-private partnership structures, and Asian Development Bank–supported packages. Those labels describe how the company executes capital works for the railway system and selected urban rail clients. They are not a menu a private broker can “book” in a chat, and they are not an invitation to send money to a personal account that claims to be an “RVNL vendor desk.” Electrification or doubling news on social media is a communication about a works package, not a tender award letter and not a spare-parts invoice. RVNL is therefore a project-implementing Navratna, not a ticket brand and not a recruitment consultant. Tender notices, bid documents, and career advertisements belong on official portals. A message that offers an “RVNL engineer slot,” a vendor code, or a site-visit pass against a fee is a fraud pattern, not a shortcut. Confirm project identities, annual reports, and vacancies on the official RVNL website. They publish corridor films, electrification colour, and employer news. They are not tender desks, not places to pay a “security deposit” for a fictional empanelment, and not authorised to issue bid clarifications in a direct message. Treat any other Rail Vikas–looking profile as unverified until the company website lists it. Headquarters remain New Delhi; project sites move with the packages, not with unofficial “local franchise” pages.
