Indian Railway Finance Corporation
FinanceIndian Railway Finance Corporation Limited is the dedicated extra-budgetary financier of Indian Railways, incorporated on 12 December 1986 and working under the Ministry of Railways as a Navratna. It is registered with the Reserve Bank of India as a Systemically Important Non-Deposit taking Non-Banking Financial Company and as an Infrastructure Finance Company. It is not a ticket office, not a high-street bank that takes retail deposits, and not a private “railway bond broker.” A zonal railway that takes rolling stock on lease, or an investor who buys an IRFC bond through the official issue process, is still dealing with the same listed public-sector NBFC that raises Extra Budgetary Resources for Indian Railways and holds the lease assets. The commercial map is financing, not train operations. IRFC raises money through taxable and tax-free bonds, term loans, and offshore borrowings, then deploys that capital so Indian Railways can acquire locomotives, coaches, and wagons without loading the entire bill onto the Union Budget in the year of purchase. Public material attributes to the company a leased fleet of 13,764 locomotives, 76,735 coaches, and 265,815 wagons, described as about 75 percent of the railway fleet. From 2011-12 the mandate also covers project funding, so the same legal entity can stand behind identified infrastructure outlays as well as rolling-stock leases. Those counts and the EBR label are balance-sheet and programme facts. They are not a catalogue a chat seller can “allocate,” and they are not a promise that a retail investor will receive a locomotive as a souvenir. IRFC is therefore a sectoral financier and lessor, not Indian Railways itself and not a stock-tip channel. Coupon rates, tax status of a particular series, and allotment results belong in offer documents, stock-exchange filings, and the company website, not in a forwarded WhatsApp brochure that asks for a “priority application fee.” Anyone who claims to sell IRFC bonds from a personal UPI ID, or who offers a “railway lease agency” against a deposit, is outside the official process.
